I recently had my engagement ring sized down. The ring is white gold, but the bottom part of the band, where it was resized, now seems yellow-ish.

When sizing down a ring, the goldsmith cuts out a small section and re-soldrs the ring at the joint. The rhodium plating in this area is gone and there is a need to re-plate the ring. In general, white gold alloys are somewhat grayish-yellowish and the "white" look is obtained by a thin layer of rhodium.
Take the ring to a local goldsmith/jeweler and have it re-plated.

are mens and womens ring sizing the same? I am looking to buy my fiance a wedding band online, and short of going to a jewelry store to size him (which I know they will then bug us relentlessly to purchase something), how can I tell what size ring he needs?

take them to get sized or take one of his rings and get it perfect to that

I really want my wedding band to have pear shaped diamonds (they are my favorite, and my engagement ring does not have any, so I want to incorporate them some how!) The problem is, I can't find one anywhere! I know the size of the stones, and type of metal change the cost of the ring, but how much more expensive is it to have your ring custom made instead of buying one straight out of the jewelry case? Thanks in advance!

It normally won't cost more, probably will call less but that would need to be verified with a jewelry. Most chains tend to just sell what they stock so check with local store first.

I dropped off my wedding set to be sized, when I returned to pick them up they told me that my wedding band was hollow and could not be sized. But they had cut it in 2 places, once all the way through the band. I was then told they can always tell prior to cutting the ring whether it is hollow or not. The man then handed me back my ring, still wanting to be paid for sizing it and told me I should take it back to where I bought it to have it replaced. If they knew it was hollow before cutting it to pieces shouldn't they be responsible for repairing it or replacing it?

I'd contact your state Attorney General's office and file a complaint. You can take jeweler to court, but expensive and time-consuming. Keep all your receipts and records of conversation(s) with jeweler. If jeweler is reputable, they should make things right.

My wedding ring is a 1/2 size or 1 size too big and i need to get it resized. I got it at JC Penny. Should i take it back there or to a Jewelry Store? How long does it usually take to have it resized?

I worked for JC Penney, and they DO resize, and they DO resize for free. It just depends on the price of the ring.

I'm assuming since it is a wedding ring you paid a lot for it, so take your receipt to the watch repair section and they will take care of it for you there.

JC Penney does send it off to a jeweler, so it of course will take a little longer than just going to a jeweler yourself....but it should be no more than about a week.

If I were you, I'd go to Penney's first to see if they are going to charge you or not. If they are going to, then go to a jeweler and compare the price...if not, then definitely do it where you can get it done for free! haha.
